Art. 73. Compartimentul Urbanism şi Amenajarea Teritoriului este prezentat în organigrama și statul de funcții al Primăriei Oşorhei şi se află în subordinea Secretarului general al comunei.

Art. 74. Compartimentul Urbanism şi Amenajarea Teritoriului are ca principale atribuții specifice, urmãtoarele:

• ţine la zi harta comunei şi evidenţa tuturor documentelor de urbanism: P.U.G., P.U.Z., P.U.D;
• se ocupă în permanenţă de cunoaşterea şi însuşirea legislaţiei referitoare la urbanism şi amenajarea teritoriului;
• semnează Certificate de Urbanism şi Autorizaţii de construire (sau de desfiinţare) pentru lucrări de: construire, reconstruire, modificare, extindere sau refacere a clădirilor conform Legii nr. 50/1991, republicată şi a altor prevederi legale;
• organizează şi conduce la zi evidenţa certificatelor de urbanism, autorizaţii de construcţie şi autorizaţiilor de demolare;
• participă la recepţia de terminare a lucrărilor şi răspunde de regularizarea taxei de autorizare;
• lucrări tehnico-edilitare de construire şi reconstruire privind dotările tehnico-subterane cu lungimi mai mici de 30,00 m;
• semnează avize de luare la cunoştinţă pentru lucrările care au obţinut certificate de urbanism emise de Primăria comunei Oşorhei;
• analizează şi înaintează către Consiliul Local al comunei Oşorhei – Planurile Urbanistice de Detaliu întocmite pentru studierea modului de amplasare a construcţiilor pe parcele proprietate ori pe acelea care studiază amplasarea de construcţii pe terenuri aparţinând domeniului public sau domeniului privat al comunei Oşorhei;
• analizează şi înaintează către Consiliul Local al comunei Oşorhei – Planurile Urbanistice Zonale;
• participă la şedinţe de avizare ale Comisiei Tehnice de Urbanism din cadrul Primăriei comunei Oşorhei, prezentând în cadrul acestora documentaţiile de urbanism care se referă la teritoriul comunei. Tot în cadrul acestor şedinţe se stabileşte şi modul de autorizare a construirii locuinţelor pe parcele neafectate de studii de urbanism, urmând ca apoi lucrările să primească avizul Comisiei de Urbanism a Consiliului Local;
• asigură şi răspunde de rezolvarea în termen, cu respectarea legislaţiei în vigoare a lucrărilor, cererilor, sesizărilor şi scrisorilor;
• răspunde faţă de primar pentru neîndeplinirea sau îndeplinirea defectuoasă a sarcinilor şi atribuţiilor;
• urmărește realizarea lucrărilor de investiţii aprobate de către Consiliul Local;
• verifică documentaţii tehnico-economice pentru obiectivele de investiţii;
• verifică stadiul lucrarilor pe teren dacă sunt realizate în conformitate cu proiectul tehnic de execuţie;
• stabileşte şi propune Consiliului Local măsuri pentru refacerea şi protecţia mediului înconjurător în scopul creşterii calităţii vieţii, asigură respectarea prevederilor legale privind protecţia şi conservarea monumentelor istorice, a siturilor arheologice, a parcurilor şi zonelor verzi;
• urmăreşte derularea proiectelor de investiţii cu impact asupra mediului (alimentare cu apă, canalizare, ape uzate, alimentarea cu gaze naturale etc.)
• participă la recepţia obiectivelor de investiţii în calitate de membru al comisiilor de recepţie;
• întocmește hârtiile premergătoare realizării recepţiei obiectivelor;
• verifică cărţile tehnice realizate de către constructor pentru obiectivele de investiţie în vederea predării către operator;
• întocmește proiecte de hotărâre către Consiliul Local în vederea aprobării documentaţiilor tehnico-economice și realizarea obiectivelor de investiţii;
• înainte de organizarea licitaţiilor pentru execuţia lucrărilor participă la vizitarea amplasamentului în urma solicitării participantului;
• verifică și analizeaza în teren potentialele lucrari și alegerea solutiei tehnice;
• primește ,receptioneaza și semneaza procesul verbal de predare-primire a documentatiilor tehnico-economice;
• rezolvă cererile și sesizarile cetățenilor;
• pregăteşte documentaţiile pentru obţinerea avizelor şi autorizaţiilor de construire pentru obiectivele de investiţii;
• răspunde pentru neîndeplinirea sau îndeplinirea defectuoasă a sarcinilor şi atribuţiilor;
• răspunde de primirea, verificarea şi întocmirea documentaţiei necesare emiterii Certificatelor de urbanism şi a Autorizaţiilor pentru executare de lucrări în conformitate cu prevederile Legii nr. 50/1991;
• organizează evidenţa certificatelor de urbanism şi a autorizaţiilor de construire emise, făcând publică lista acestora prin afişare într-un loc accesibil cetăţenilor;
• face verificări pe teren a documentaţiilor prezentate spre avizare şi autorizare;
• ia măsuri în vederea îmbunătăţirii continue a activităţii pe care o coordonează şi face, în acest sens, propuneri constructive primarului sau Consiliului Local, după caz;
• propune documente tipizate şi proceduri de uz intern pentru activitatea compartimentului sau a instituţiei;
• semnalează conducerii instituţiei orice probleme deosebite legate de activitatea acesteia, despre care ia cunoştinţă în timpul îndeplinirii sarcinilor sau în afara acestora;
• întocmirea avizelor solicitate pentru lucrări a căror autorizaţie intră în competenţa de emitere a Consiliului Judeţean Bihor;
• efectuarea de propuneri în legatură cu numerotarea imobilelor şi denumirea străzilor din teritoriul administrativ al comunei Oşorhei;
• eliberarea de adeverinţe privind actualizarea domiciliului şi în vederea dezbaterii succesiunii;
• întocmirea unor situaţii statistice legate de Legea nr. 50/1991
• răspunde pentru neîndeplinirea sau îndeplinirea defectuoasă a sarcinilor şi atribuţiilor;
• supravegherea activităților de amenajare a domeniului public pentru evenimente deosebite;
• supravegherea și controlarea lucrărilor de curăţare, asanare, desecarea și amenajarea terenurilor mlăştinoase din permetrul localității dacă este cazul;
• supravegherea și controlarea lucrărilor de amanajare, întreţinere și înfrumuseţare a zonelor verzi, parcurilor, grădinilor publice și a locurilor de joacă pentru copii;
• efectuarea verificărilor în teren privind respectarea condiţiilor impuse de eliberarea avizelor de intervenţie pe domeniul public și a avizelor de ocupare a acestuia;
• obţinerea avizelor și acordurilor cerute prin certificatele de urbanism precum și autorizaţiilor de construire pentru lucrările repartizate;
• ţine evidenţa terenurilor fără construcţii din intravilan şi extravilan, care fac parte din patrimoniul comunei Oşorhei;
• menţine legătura cu celelalte compartimente din cadrul Primăriei comunei Oşorhei pentru rezolvarea problemelor comune;
• verifică la faţa locului şi soluţionează, cu respectarea termenului legal, sesizările şi reclamaţiile făcute de cetăţeni care se referă la activitatea de care răspunde;
• participă la acţiunile Primăriei comunei Oşorhei care su drept scop reactualizarea evidenţei domeniului public şi prvat al comunei Oşorhei;
• orice alte atribuţii specifice prevăzute în actele normative în vigoare, precum şi alte atribuţii date de către superiorul ierarhic.
